SENATE CONCURRENT RESOLUTION NO. 19

Ross, Plymale, Ball, Anderson, Kimble,
Minear, Sharpe, Schoonover and Love)
Requesting the Joint Committee on Government and Finance to make
a legislative interim study of small business issues.
Whereas, Small businesses are the lifeblood of West
Virginia's economy; and
Whereas, The majority of businesses in West Virginia are
classified as small businesses; therefore, laws and programs
affecting small businesses impact the majority of business owners
in the state; and
Whereas, Statutory and regulatory requirements are often
burdensome for small businesses, and it is in the best interests
of all citizens of West Virginia for small business laws and
regulations to be clarified; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to make a legislative interim study of small business
issues, including, but not limited to, the following:
(a) Creation of a small business loan program;
(b) Creation of a small business tax amnesty program; and
(c) Methods to facilitate reduction of state government
paperwork requirements for small businesses; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
